Ashok Khemka IAS Career

    Ashok Khemka IAS

    Beginning of His Career

After completing his two-year training period, Khemka started his career as a Sub Divisional Magistrate (SDM) in Haryana. Whenever he received an unusual or unofficial request from a senior or a politician, he would demand it in writing. This got him reported several times to his seniors and to the Chief Minister, which was the prime reason for his multiple transfers.

His refusal to bend the rules was extraordinary in a system where compliance was often the easier path.

    Fighting Corruption at Every Posting

The officer often received unusual transfer orders. Senior officials and politicians issued such orders orally. But Ashok Khemka did not follow oral orders. Instead, he always demanded written transfer orders.

He repeatedly raised his voice against wrong contracts, suspicious deals, and irregular requests. Most of the time, the system ignored him. But he never gave up.

The Robert Vadra–DLF Land Deal (2012)

This is the case that made Ashok Khemka a household name across India.

On 15 October 2012, Ashok Khemka cancelled the mutation of a land deal between Sonia Gandhi’s son-in-law Robert Vadra and the real estate giant DLF. It put him squarely in the national news.

Khemka shot to national attention in 2012 when, as Director General of Land Records and Consolidation, he cancelled the mutation of a controversial land deal in Gurugram. The action led to his immediate transfer by the Bhupinder Singh Hooda-led Congress government.

In 2012, the Haryana Government set up a committee after Ashok Khemka alleged charges on the land deal. The committee gave Robert Vadra a clean chit and filed charges against Khemka for causing damage to Robert Vadra’s reputation and for illegally cancelling the land deal.

Khemka stood firm. He maintained that he was simply doing his job and had no personal or political agenda.

Transport Department Reforms (2005–2006 and 2014–2015)

In the Transport Department (2005–2006), Khemka focused on reforming RTO corruption. He brought in measures to reduce the bribery and irregularities that were common in issuing licenses and vehicle fitness certificates.

When the BJP came to power in 2014, Khemka was made Transport Commissioner. His decision to not issue fitness certificates to oversized trucks led to a transport strike in January 2015. He refused to back down even then, stating clearly that doing otherwise would amount to misconduct.

Record 57 Transfers in 34 Years

Ashok Khemka is widely recognised for his integrity throughout a 34-year-long administrative career marked by 57 transfers.

This is not an ordinary number — it is a staggering figure that has become a potent symbol of the challenges faced by bureaucrats who prioritise integrity and challenge corruption.

Some transfers lasted just a few days. He was once transferred after only 4–5 days at a new posting. His adherence to honesty was evident when he still walked 6 kilometers to work even after his official car was confiscated as punishment.

    Refusing to Join Politics

In 2013, Arvind Kejriwal approached Khemka and proposed that he join the Aam Aadmi Party (AAP), because of his clean image and his stance against corruption. Khemka refused, stating that he may join politics only after the age of 60, after the completion of his service.

He chose to remain a civil servant until the very end.

    Retirement (April 30, 2025)
